The Ministry of Coal (MoC) seems to be on an overdrive to penalize the slow pace of development of captive coal assets in the country, as it has issued as many as 17 show-cause notices to various block-owners over September 21-30, 2010. Purportedly, all these companies-- both public and private-- have failed to exhibit any serious effort to execute their mining projects in a time-bound manner, as per ministry stipulations. Some of these block-owners, along with their respective coal blocks, are:
--NTPC for both Talaipalli & Pakri Barwadih blocks.
--DVC for Barjora North & Khagra-Joydev blocks.
--Chhattisgarh State Electricity Board (CSEB) for Gidmuri &Paturia blocks.
--Tenughat Vidyut Nigam for Badam block.
--GVK Power for Tokisud North block.
--Mahanadi Coalfield Limited, Hindalco & Lignite Corporation for Talabira-II block.
--Usha Martin for Lohari block.
--CMDC and OMDC for Tara and Utkal-D blocks, respectively.
- These companies will now have to furnish suitable explanations as to why the undue delay in development of their coal blocks should not be held as a violation of the terms and conditions of the allotment of the respective assets.
- In the event of the companies` failure to provide expositions, suitably justifying their inability to develop the blocks, within a period of 30 days, starting from the date of the issue of the show-cause notice, the ministry will be entitled to de-allocate any or all of these blocks.
