NTPC-BSEB's Nabinagar project: MoP's verdict on higher host-state share still pending

Although the Central Water Commission (CWC) has, finally, accorded its approval for the supply of the much needed 125 cusecs of water to NTPC-BSEB's 1,980 MW Nabinagar super thermal power project (STPP), the Ministry of Power (MoP) is yet to okay a share of 75% of power for the host state, Bihar, as demanded by the state government. This crucial accord, without which the Bihar government is reluctant to support the venture, remains the most important impediment to the project.
  • NTPC has already agreed to the state's demand, but nothing can happen without the power ministry's nod.
  • Moreover, the project, being executed by Nabinagar Power Generating Company Limited (NPGCL), the joint venture formed by the two entities, is still awaiting clearance from the Ministry of Environment and Forests (MoEF). 
  • Notably, the project has been identified by the MoP to be bid out via bulk tendering of 660 MW supercritical units. The tender for the main plant equipment was issued in October 2009, and reissued, subsequently, due to disqualification of one of the bidders.
  • Further, NPGCL has deposited Rs 173 crore with the Aurangabad district authorities to acquire the 961 acres of land needed for the construction of the project.
