Maximum share of future NELP-gas should be allotted to power sector, says CEA

In a bid ensure optimum operations for upcoming gas-fired projects in the country the Central Electricity Authority (CEA) has offered a host of suggestions, with respect to the allocation of this scarce fuel, to the Ministry of Power (MoP). 
  • According to the CEA, MoP should ask the petroleum ministry (MoP&NG) to allocate the maximum quantity of gas to be made available, through future NELP rounds, to the power sector, as power cannot be imported in large quantities, whereas other commodities produced using gas can be. 
  • The gas made available to the power sector should be allocated to the power projects that are currently under construction and likely to be commissioned within the remaining period of the 11th Plan and during the first year of 12th Plan programme, on a first come first basis, in line with the EGoM decisions. 
  • In principle gas allocation may be given to these projects to enable the developers to achieve financial closure. 
  • Firm gas allocation may be offered 2-3 months ahead of the actual commissioning schedule of the projects, on the basis of assessment of progress done by CEA. 
  • For private sector projects, power purchase agreement (PPA) should be made a precondition for the allocation of gas. 
  •  8The central agency has further advised that a certain quantity gas should be set aside for central and state sector projects and in principle allocation may be indicated to them.
  • A total of 15 gas-based projects, with an aggregate capacity of 10,634.5 MW are currently under construction, and the corresponding additional gas requirement has been estimated as 41.32 MMSCMD at 75-70% PLF levels.
