Loharinagpala HEP I: NTPC claims compensation against abandoning project

Hammering the final nail on the coffin of the 600 MW Loharinagpala HEP, the project developer, NTPC, has given up its efforts to convince the Centre to resurrect the project and, instead, asked the Ministry of Power (MoP) to remit to the utility, the huge amount of expenditure incurred on the project. 

  • Work on the project has been stalled since end of 2008, due to opposition from environmental lobby. The Union government, finally, decided to abandon the project recently.
  • As per the company, NTPC has already incurred about Rs 676.06 crore worth of expenditure on the project, till date, and has, further, committed an expenditure of Rs 1977.64 crore.    
  • Additionally, the PSU has claimed that, while work at the project is suspended, it is still liable to make payments for stabilization, maintenance and regular monitoring activities, apart from fulfilling the claims against committed work expenditure that are likely to arise once the contracts terminate.
  • Adding to NTPC's liabilities, are the contractors who are seeking compensation for idling of resources, manpower, overheads, etc., along with miscellaneous other recurring expenditure.     
  • The Loharinag Pala was being executed as a run-of-the-river project with four 150 MW units. The project is located on the river Bhagirathi, the headstream of the Ganges River, at Loharinag Pala, below the confluence of the Songad River, next to NH 108, in the Uttarkashi District of Uttaranchal. This site is located about 100 km upstream of the Tehri Dam.
