State govt promises help on issues hampering second UMPP in Andhra Pradesh


 In a fillip to the implementation of the second UMPP in Andhra Pradesh (AP), the state government has offered all possible help to facilitate the issue of the request for qualification (RfQ) for the bidding out of the mega project by June 2011.
  • During a recent meeting, taken by the power ministry to review the implementation of UMPPs in the country, the AP government promised to expeditiously permit the use of sea water for the project, which is one of the pre-requisites for Power Finance Corporation (PFC) -- the nodal agency for UMPP-development-- to issue the RfQ.  
  • In tandem, the administration of the southern state has also committed to control the agitating local populace to enable the project authorities to carry out certain studies on the ground to prepare the Rapid EIA report for the grant of environment clearance for the project.
  • Besides, the AP government will also expedite the issue of authorization letter and submission of commitment advance for procurement of power from the UMPP. 
  • So far, the state government has only issued Section-4 (1) notification for 726.15 acres of private land required for the construction of the UMPP, while PFC`s application for transfer of 253.79 acres of government land is still under consideration of the state government authorities.
  • The second UMPP is due to be constructed at Nayunipalli in Prakasham district of the southern state, while the first UMPP in the state is being constructed at Krishnapatnam in the Nellore district, by Reliance Power.
