CEA, PFC bosses to monitor progress of UMPPs


The Ministry of Power (MoP) has exempted the UMPPs that are already at the bidding stage from the new land requirement norms for coal-based thermal power plants (TPP), prescribed by the CEA, claiming that such a revision post the issue of RfQ may give a wrong impression to the prospective bidders.
  • However, the ministry has made it clear that Power Finance Corporation (PFC) will have to review the land requirements for UMPPs that are still at the planning stage in line with these norms.
  • Accordingly, the land requirement for Bedabahal UMPP in Orissa and Chhattisgarh UMPP will remain unchanged, while the Cheyyur UMPP and the additional UMPPs in Orissa, Andhra Pradesh, Jharkhand, Gujarat and Tamil Nadu will be subject to the new guidelines.
  • Notably, considering the limited availability of land available for construction of power projects, the CEA has reworked the normative land requirements for different categories of coal-based TPPs in India and issued fresh guidelines, recommending lower land requirements for such TPPs, in September 2010.
  • The central agency issued these norms as a revision to its December 2007 recommendations.
