Lackadaisical ITD hampers Koldam HEP

NTPC has come down hard on Italian-Thai Development PLC (ITD), the civil works contractor for its 800 MW Koldam hydroelectric project (HEP), due to the excruciatingly slow progress on almost all fronts.
  • As an instance, the power intake gates, which were expected to be erected by the agency by March 2008, are now likely to be complete only at the end of this month. To blame are the severe cash flow problems being faced by the private contractor, and the consequently inadequate mobilization of resources. ITD's cause has not been helped by a series of geological and hydrological problems encountered at the project site.
  • Pertinently, a slide on the right bank, compounded by seepage problems in the main dam clay core area, has increased the amount of work required to be put in by ITD on spillway concreting and gallery grouting. Also, a right bank slope failure and the subsequent rectification work have caused even more delays at the dam. 8BHEL is also to be blamed for the poor pace of work at the project site. Erection and testing of even the first unit, a critical milestone, originally slated for September 2008, has till date not been effected by the state-run equipment maker. 
  • In the wake of such hurdles, the project is expected to miss even its latest commissioning deadline of March 2012.
  • The project, located in the Bilaspur district of Himachal Pradesh, envisages the construction of a 163 m high main dam, with a rock and gravel fill and clay core, a 1600 m long penstock tunnel of 6.45 m diameter, surface-type powerhouse, two diversion tunnels of 900m and 920m length and Francis turbines. The project has an estimated cost schedule of Rs 4527.15 crore.
