Final gas allocation criteria for 12th Plan projects-III: Minimum project capacity set to 100 MW

The Ministry of Power has stipulated the following prequalifications for projects to be considered for gas allocation
  •  Minimum capacity of all combined cycle plants shall be 100 MW for the CEA to recommend  for gas allocation. However, for co-generation and combined heat and power plants, the minimum capacity has been set to 20 MW.
  •  Availability of water to meet the complete requirements of the project needs to be established via a certificate issued by the competent authority of the State Government.
  •  The developer should have identified the location and the area required for setting up of the power project clearly, and the same should be in proximity of a gas pipeline.
  •  For adjudication on the points to be awarded for land acquisition, the developer shall submit a certificate from the District Collector or the State Revenue Authority or the authorized agencies of state governments, including industrial development corporations.
  • The developer should furnish the report of the Expert Appraisal Committee under the Ministry of Environment and Forests (MoEF), along with the Terms of Reference issued by the ministry.
  • The project developer should meet all financial pre-qualifications defined in the Standard Bid Document for procurement of power through tariff based competitive bidding (Case-I). However, the net worth of the developer should be equal to or greater than the value calculated at the rate of only Rs 0.30 crore per MW of project capacity, as the per MW cost of gas-based plants is 60% of that of coal based plants.
