MoEF brings out discussion paper on establishment of NEAMA

In its effort to give a thrust to regulatory reforms in environmental governance, the Ministry of Environment and Forests (MoEF) has now brought out a discussion paper on the establishment of the National Environment Assessment and Monitoring Authority (NEAMA).
  • The discussion paper, prepared in the light of a summary report on the objectives, structure and core processes of the proposed agency, by an IIT Delhi consortium, will be finalized upon receipt of comments from stakeholders.
  • Proposed to be developed as a full-fledged body with dedicated full-time expertise, it shall be set up as an autonomous organization, discharging critical functions of appraisal of projects for environment clearance, monitoring compliance with imposed conditions, carrying out and sponsoring investigations and research related to coastal zone planning and management and other preventive aspects of environmental management, supervising and coordinating the functioning of the SEIAAs and SCZMAs and providing technical assistance and guidance, amongst others.
  • The thematic appraisal committees (TACs) of the authority would be responsible for appraisal of the projects and their subsequent recommendation to MoEF for grant or rejection of Environmental Clearance.
