Although the power major, NTPC has achieved substantial progress, in terms of obtaining the major clearances for the stage-II expansion of its coal-based thermal power project, located in the Ambedkar Nagar district of Uttar Pradesh, the water clearance from Central Water Commission (CWC) seems to be a bottleneck in the development of the 1,320 MW power station. The grant of clearance from CWC is pending since June 2008, albeit, the State's agreement on drawl of water, from the Saryu river, though the Tanda canal system, to meet the water requirement for this project, which is estimated to be of the order of 10,4400 cum per day.

The Expert Appraisal Committee (EAC) of the Ministry of Environment and Forests (MoEF) had deferred grant of clearance for this project seeking additional inputs from NTPC on the design of the ash disposal system, proposed to be developed to utilize the ash produced of these new units.
