State-run power major, NTPC`s, plan to acquire Jharkhand State Electricity Board`s (JSEB) Patratu thermal power station (TPS), which has been pending for a long time, is finally seeing some movement. A decision in this regard is likely to be firmed up shortly. The proposal for turnaround of the 840 MW power station, which is presently operating at low PLF levels of around 17%, was submitted more than three years ago by NTPC.
The NTPC board has already approved the draft memorandum-of-understanding (MoU) for the transfer of the TPS to the proposed joint venture company (JVC) to be formed by NTPC and JSEB. NTPC would hold management control of the company, with 75% participation in the equity capital. The power station, located in the Ramgarh district of the state, is one of the oldest thermal power plants in the country. The power station comprises of ten thermal units, out of which six units, set up by the Czech firm, Skoda, in collaboration with Russian companies, are more than 36 years old. The remaining four units were built by state-owned equipment maker, BHEL, around 20 years ago. According to NTPC, talks are on with the Governmant of Jharkhand (GoJ) and JSEB to finalize the deal. The acquisition process has also been affected due to the opposition posed by the workers' union of the ailing power station.
