In a bid to augment Liquefied Natural Gas (LNG)-based generation capacity in the country, the government has set up an inter-ministerial committee, under the Chairmanship of Saumitra Chaudhuri, Member, Planning Commission, to address the issues surrounding the installation of more base load, peak-load and combined heat and power (CHP) units. Currently, gas-based power generation capacity constitutes only 10% of the total installed capacity of the country. Further, no peaking gas-based capacity has been developed in the country. The members of the newly-set up committee are: Chairman, Central Electricity Authority (CEA); Joint Secretary (Thermal), Ministry of Power; Joint Secretary (Natural Gas) Ministry of Petroleum & Natural Gas; Secretary, Central Electricity Regulatory Commission (CERC); Chairman NTPC; Director, (Finance & Commercial), Petronet LNG; Senior Adviser (Energy), Planning Commission; while S C Sharma, OSD (Petroleum), Planning Commission, has been appointed as the Member Secretary of the committee. The committee would be responsible for the following tasks:
Assessing the availability of domestic natural gas & sourcing of LNG
Assessing the requirement of base load, peak load and combined heat and power (CHP) generation capacity in the country.
To assess the peak -load and CHP generation demand of the major cities.
To assess the requirement of LNG, natural gas for base load, peak load and CHP capacity addition.
Analysing the price impact of LNG to develop base load, peak load and CHP capacities based on LNG.
Suggesting fiscal and regulatory measures facilitating development of LNG-based power capacities.
The committee would also discuss the possibilities of developing such LNG based power generation capacity with various stakeholders, including the state electricity boards, central sector and private sector power companies.
