Technical Standards Regulations 2010: Maximum heat rate of 2,280 kcal/kWh for coal plants

The CEA has also mandated that the gross turbine cycle heat rate, as guaranteed by the equipment manufacturers, should not exceed the following values for thermal power generating units of different ratings:
  • For unit ratings between 50-100 MW
  •  Heat rate at 100% MCR with motor driven boiler feed pump (BFP): 2,280 kcal/ kWh.
  • For unit ratings between 100-200 MW
  •  Heat rate at 100% MCR with motor driven BFP: 2,000 kcal/ kWh.
  • For unit ratings between 200-250 MW
  •  Heat rate at 100% MCR with motor driven BFP: 1,970 kcal/ kWh.
  • For unit ratings between 250-500 MW
  •  Heat rate at 100% MCR with motor driven BFP: 1,955 kcal/ kWh.
  • For unit ratings of 500 MW & above
  •  --Heat rate at 100% MCR with motor driven BFP: 1,895 kcal/ kWh.
  •  --Heat rate at 100% MCR with turbine driven BFP: 1,935 kcal/ kWh.
  • For super-critical units
  •  --Heat rate at 100% MCR with motor driven BFP: 1,810 kcal/ kWh.
  •  --Heat rate at 100% MCR with turbine driven BFP: 1,850 kcal/ kWh.
