Bloomberg reported that India extended the deadline for submission of bids for a 4,000 MW power plant in the state of Chhattisgarh for the third time, pending environmental approval for a coal mine linked to the project.According to an advertisement published in today edition of the Financial Express by a unit of Power Finance Corp the agency handling the bids, the last day has been changed to November 8th from September 6th. While the advertisement didn’t give a reason for the extension, Power Secretary Mr Uma Shankar said environmental approval was awaited for the coal mine, which is in a forest area.
Mr Shankar said “The coal mine is in a no-go area and we have not yet got forest clearance for it. We will continue to try and get clearance for this mine.”The government said on August 9th the delay may push back India plans to add electricity generation capacity to reduce blackouts in the world second- most populous nation. Environmental clearance is pending for 63 coal-mining projects.
Power Finance in July postponed the deadline for a 4,000- megawatt plant in Orissa state by two months to September 30th. Bids for the Chhattisgarh project were first invited by May 3 and the deadline was subsequently postponed to July 2nd and September 6th.Reliance Industries Ltd, TATA Power Co, JSW Energy Ltd and GMR Infrastructure Ltd have said they plan to bid for the Chhattisgarh project, one of nine coal-fired plants central to the government’s aim to expand access to power nationwide.
