Power ministry rebukes NTPC for incessant delays in coal mining projects

The Ministry of Power (MoP) has admonished the power major NTPC for evident delays in the development of coal properties allocated to it for captive mining. One such case is the Pakri-Barwadih coal block, for which the MoP has directed expeditious finalization of the mining developer-cum-operator (MDO). Wanting to keep tight watch over the block, the ministry has also asked NTPC to share the schedule of milestones for the block with it. Pertinently Pakri-Barwadih, along with Chatti Bariatu and Kerandari blocks of NTPC, are expected to commence production by March 2012.
The Parki-Barwadih coal block, located in the Hazaribagh district of Jharkhand, was allocated to NTPC in 2004 to be mined  through a separate NTPC-promoted company on the condition that all coal from the captive block, including any middlings or rejects, if washing is resorted to, should be used only in NTPC plants. The block was originally expected to start producing coal by April 2008, a date that has been frequently pushed back. Problems in the acquisition of forestry clearance, land diversion issues and lack of availability of the requisite rail links for the evacuation of coal have turned out to be major impediments for the timely commissioning of this block.
