Pranab Mukherjee on India's Power Sector-III: CIL to provide an additional 25 MT to power plants

The issue of e-auctioning of coal has reared its ugly head again with the Finance Minister, Pranab Mukherjee proposing another way out of the mess being created by the CIL and its subsidiaries. The minister has offered that to overcome the uncertainty being faced by the power plants, an additional 25 MT be provided by CIL over and above 345 MT already committed to the power utilities.
8It has, as on previous occasions from different quarters been observed by the Minister that with CIL being unable to fulfill its FSA commitments, a prevailing atmosphere of uncertainty with regard to power plants can only be unhealthy.
  • It was noted that as against the targeted quantity of 335 MT of coal supply to power plants, CIL despatched a mere 90% or 300 MT. At the same time however, it had sufficient coal available for sale via the more profitable e-auction or premium price MoU routes.
  • By increasing the provisioning of coal supplied to power plants, the objective is to make CIL revenue neutral and consequently infuse some amount of security into the coal supply to various plants in the country.
  • Further, it was recommended that out of 372 (25+345) MT, FSA may be signed for 361 MT covering the units commissioned upto 31st March, 2011 and 11 MT coal may be supplied to the units to be commissioned in 2011-12.
  • Finally, the suggestions of an across an across the board increase of the order of 7 - 8% may be made in the notified prices of the coal supplied to the power plants, as well as CIL fixing monthly targets for supply of coal to power plants in consultation with CEA against the annual targeted quantity were made in order to make CIL revenue neutral.
