Status of XIIth Plan gas-based power projects

According to a recent update, developers of a total of 104 gas-based power projects with commissioning due in the forthcoming XIIth Plan have requested for natural gas allocation. The cumulative installed capacity of these projects is envisaged to be 117,378 MW, and their corresponding gas requirements is pegged at 563.41 MMSCMD, assuming a plant load factor (PLF) of 90%. The status of some of these projects that have already witnessed significant progress with regards to their implementation has been given below:






Mahagenco`s 1,220 MW Urtan Expansion project in Maharashtra






Land and water are available for the project. Further, the environment, forest clearance and aviation clearance have been obtained. Gas requirement: 5.86 MMSCMD at 90% PLF,  3.90 MMSCMD at 60% and 4.55 at 70% PLF.
Punjab State Electricity Board`s (Board) 1,000 MW Ropar project in Punjab 
Likely commissioning in FY 2012-13. Gas transmission to be made through the proposed Dadri-Bawana-Nangal pipeline of GAIL. Gas requirement: 4.80 MMSCMD at 90% PLF, 3.20 MMSCMD at 60% PLF & 3.73 MMSCMD at 70% PLF.
Spectrum Power`s 1,350 MW Expansion project in Andhra Pradesh (AP)
Land and water available and environment, and aviation clearances obtained. Financial closure achieved on June 29, 2010. Likely commissioning in early XIIth Plan. Gas requirement: 6.48 MMSCMD at 90% PLF, 4.32 MMSCMD at 60% PLF & 5.04 MMSCMD at 70% PLF.
SEW Infrastructure`s 400 MW Greenfield power plant in AP
110 acres of land procured. Permission for the draw of 8,550 CM per day from the Godavari river still to be obtained. Likely commissioning in the XIth Plan itself. Gas requirement: 1.92 MMSCMD at 90% PLF, 1.28 MMSCMD at 60% PLF & 1.49 MMSCMD at 70% PLF.
Torrent Power`s 375 MW unit-4 of Sugen phase-I project in Gujarat
Land and water available. Placement of EPC contract is expected soon. Project to be commissioned in FY 2011-12. Gas requirement: 1.80 MMSCMD at 90% PLF, 1.20 MMSCMD at 60% PLF & 1.40 MMSCMD at 70% PLF.
Following is the status of some more gas-based power projects that are not included in the capacity addition programme for the XIth Plan, but have already achieved reasonable progress:






Gujarat Powergen Energy Corporation Limited's (GPEC) 1,050 MW GPEC phase-II project in Gujarat
 Land and water are available for the project. Necessary infrastructure and statuary clearances are in place. Project commissioning within 24 months of gas allocation. Gas requirement: 5.04 MMSCMD at 90% PLF, 3.36 MMSCMD at 60% and 3.92 at 70% PLF.
Torrent Power's 1,200 MW Dahej SEZ Greenfield project in Gujarat
Land available. Grant of environment clearance and award of EPC contract are expected in August 2010. The 400 MW phase-I of the projects is likely to be commissioned in FY 2011-12, while the 800 MW phase-II will go on steam in the XIIth Plan period. Gas requirement: 5.76 MMSCMD at 90% PLF, 3.84 MMSCMD at 60% PLF & 4.48 MMSCMD at 70% PLF.
Noida Power Company's 400 MW Greenfield power project in Uttar Pradesh (UP)
Land is available, while necessary statutory clearances are expected to be obtained soon. In first phase, a capacity of 250 MW to be added by June 2012. Gas requirement: 1.92 MMSCMD at 90% PLF, 1.28 MMSCMD at 60% PLF & 1.49 MMSCMD at 70% PLF.
Beta Infratech Private Limited's 225 MW Greenfield power project in Uttarakhand
Land is available. The private company claims to be able to commission the 118 MW phase-I of the project in FY 2011-12, that is within the XIth Plan, if required gas allocation is made. Gas requirement: 1.08 MMSCMD at 90% PLF, 0.72 MMSCMD at 60% PLF & 0.84 MMSCMD at 70% PLF.
Out of the XIIth Plan gas-based power projects, developers of many have already succeeded in making land and water arrangements for their respective ventures. Details of some of these projects, including the capacity, name of the developer, location and respective fuel requirements, have been flagged below:






NTPC' 700 MW Dadri Expansion project in Uttar Pradesh (UP) 
Gas requirement: 3.36 MMSCMD at 90% PLF, 2.24 MMSCMD at 60% and 2.61 MMSCMD at 70% PLF.
 NTPC's 1,050 MW Faridabad phase-II Expansion project in Haryana
 Gas requirement: 5.04 MMSCMD at 90% PLF, 3.36 MMSCMD at 60% PLF & 3.92 MMSCMD at 70% PLF.
Kerala State Industrial Development Corporation's (KSIDC) 1,200 MW Cheenmeni-Kasargod Greenfield project in Kerala





Gas requirement: 5.76 MMSCMD at 90% PLF, 3.84 MMSCMD at 60% PLF & 4.48 MMSCMD at 70% PLF.
Rajasthan Rajya Vidyut Utpadan Nigam Limited's (RRVUNL) 330 MW Dholpur Extension project in Rajasthan 
Gas requirement: 1.58 MMSCMD at 90% PLF, 1.06 MMSCMD at 60% PLF & 1.23 MMSCMD at 70% PLF.
 GVK Power's 800 MW stage-I (phase-I) Gautami Expansion project in Andhra Pradesh (AP)
 Gas requirement: 3.84 MMSCMD at 90% PLF, 2.56 MMSCMD at 60% PLF & 2.99 MMSCMD at 70% PLF.
 GVK Power's 400 MW stage-I (phase-II) Gautami Expansion project in AP
 Gas requirement: 1.92 MMSCMD at 90% PLF, 1.28 MMSCMD at 60% PLF & 1.49 MMSCMD at 70% PLF.
 GMR's 300 MW Kakinada plant in AP
 Gas requirement: 1.44 MMSCMD at 90% PLF, 0.96 MMSCMD at 60% PLF & 1.12 MMSCMD at 70% PLF.
The Government of Gujarat controlled Gujarat State Electricity Corporation Limited's (GSECL) seems to have done a commendable job in making land and water arrangements for as many as five of its gas-based power projects, that are not a part of the Planning Commission's capacity addition programme for the current XIth Plan. These projects, being set-up in the western state, vis-a-vis their respective fuel requirement, have been listed below:






The 350 MW Dhuvaran Expansion project
 Gas requirement: 1.68 MMSCMD at 90% PLF, 1.12 MMSCMD at 60% and 1.31 MMSCMD at 70% PLF.
The 370 MW Hazira Expansion project
 Gas requirement: 1.78 MMSCMD at 90% PLF, 1.18 MMSCMD at 60% and 1.38 MMSCMD at 70% PLF. 
The 1,000 MW Chandramana Greenfield project
 Gas requirement: 4.80 MMSCMD at 90% PLF, 3.20 MMSCMD at 60% and 3.73 MMSCMD at 70% PLF.
 The 1,000 MW Dudhva Greenfield project
 Gas requirement: 4.80 MMSCMD at 90% PLF, 3.20 MMSCMD at 60% and 3.73 MMSCMD at 70% PLF. 
The 3,000 MW Padra project
 Gas requirement: 14.40 MMSCMD at 90% PLF, 9.60 MMSCMD at 60% and 11.20 MMSCMD at 70% PLF.
