Completion of Pipavav gas-based project to be pushed back

Timely commissioning of Block-I of GSPC Pipavav Power Company`s (GPPC) Pipavav combined cycle power project (CCPP), located in the Amreali district of Gujarat, looks uncertain. The synchronization and full loading of the 121 MW steam turbine (ST) have been pushed beyond March 2011, from the earlier deadline of December 2010 and February 2011, respectively. It may be recalled that delays on the part of the equipment supplier BHEL in delivery of the refurbished 230 MW gas turbine (GT) had already deferred the commissioning of the turbine by at least six months from the original schedule of December 2010. Pertinently, the GT was damaged during transit from the Mundra port to the project site, in August last year.


 The project is, further, expected to suffer more delays, as interference by local villagers against project activities has still not been brought under control. Notably, the locals are protesting the construction of the sea water intake channel system and outfall submarine pipeline system, proposed for sourcing water for the project from the Arabian sea. In addition, right of way (RoW) problems have hampered the construction of all associated transmission lines. Work on the LILO of the Savarkundla-Otha line has been targeted for completion by October 2010, providing start-up power and subsequent evacuation. 
The project, which comprises two blocks of 351 MW each, is being developed by (GPPC), a special purpose vehicle of Gujarat State Petroleum Corporation (GSPC), at Rajula, near the Pipavav port, in the Amreali district of Gujarat. BHEL had bagged the turn-key contract for this project, valued approximately Rs 189.3 crore, in February 2008.
