-Power seeks Jaiswal's help on coal issues-I: Calls for de-notification of Sasan UMPP-linked coal bearing areas

 In a bid to ensure fuel supplies to the 3,960 MW Sasan ultra-mega-power-project (UMPP), Reliance Power has sought the intervention of the Coal Minister, Sriprakash Jaiswal, for a quick de-notification of the 578.5 hectares of overlapping land areas of the associated Moher and Moher- Amlohri extension coal blocks by the Ministry of Coal (MoC).
  • The land in question, comprising of 153.3 hectares of coal bearing areas and 425.2 hectares of non-coal bearing areas for developing infrastructure facilities for the combined mining venture, is notified under the Coal Bearing Areas Act, 1982 and has been vested with Northern Coalfields Limited (NCL), precluding transfer to Reliance Power- subsidiary --Sasan Power Limited (SPL).
  • In this context, SPL has been demanding that the MoC should first de-notify the relevant land areas and, subsequently, direct NCL to surrender the same to the company. In what should give the private company some relief is the fact that NCL seems to have no issues with SPL`s proposal.
  • Pertinently, the power developer has already placed the orders for critical mining equipments, such as draglines, rope shovels and dumpers, and supply is expected to commence shortly, thereby making it imperative to have a proper infrastructure in place.
  • The developer has also obtained environment and forest clearances for the coal mines, for which the coal ministry has already approved a mining plan.
  • Further, the construction of Sasan UMPP is at an advanced stage. The first generating unit is expected to come up in January 2013, while the boiler foundation work for units 2 and 3 has already been completed.
